Regulation should have a rationale, be proportionate and evidence-based. Policymakers and authorities should take into account all relevant facts and figures that must underpin effective legislation.

As part of this effort, ESTA collects and publishes facts and reliable data that offer detailed insight into the production, consumption, taxation and tracking of tobacco products, especially the niche and traditional European products of ESTA’s member companies.

ESTA believes it is important that policymakers understand and take into account the diversity of the tobacco industry, which includes many smaller and mid-sized tobacco producers in Europe, as well as a diverse range of products.
